FD described it as 'practically a textbook fraud.'
Xpose Protocol — Crypto Token Spin-off
Open InvestigationNetherlands / International 2021–2024 Source: dvhn.nlRegional Dutch daily Dagblad van het Noorden (DVHN) raised the question whether Emmen-based entrepreneur Vasco Rouw can be held co-liable for the Xpose Protocol crypto scam, in which prominent Dutch figures including former Ajax director Marc Overmars are named as advisers.
FIOD Investigation — Fraud, Money Laundering & Embezzlement
Open InvestigationNetherlands — FIOD (Fiscal Information and Investigation Service) OngoingActive FIOD inquiry into the Xpose ecosystem covering fraud, money laundering and embezzlement of investor funds. Multiple associates have already been arrested in connection with the case.
Crypto Scandals — Vacay Coin, Medacoin, $SHIA & Beyond
Pump-and-dump tokens, unpaid celebrity contracts, vanished investor funds
Xpose Protocol ($XPOSE) — Crypto Token Tied to the Xpose App Fraud
Open InvestigationNetherlands / International — DVHN reporting 2021–2024 Source: dvhn.nlCrypto-token spin-off of the Xpose app vehicle, marketed to retail investors and promoted by prominent Dutch public figures including former Ajax director Marc Overmars as an adviser. Dagblad van het Noorden (DVHN) explicitly raises the question whether Emmen-based entrepreneur Vasco Rouw can be held co-liable for the scheme. Token collapsed; investors left with near-worthless holdings. The Xpose Protocol strand is now formally linked to the FIOD fraud/laundering investigation into the wider Xpose ecosystem.
Xpose Protocol ($XPOSE) — Travel-Themed Pump-and-Dump Token (formerly marketed as Vacay Finance / $VACAY)
Allegation — UnprovenInternational — UAE / NL / Crypto markets 2021–presentTravel-themed token launched and rebranded under the Xpose Protocol umbrella, with heavy influencer promotion (incl. rapper Boef and influencer Vasco Rouw). Fadi Khalil (alias "Mrchapten") is identified as a heavy accomplice and central orchestrator: he co-organised the insider allocation, financed the promotional rollout via his Marbella Talent Agency vehicle and personally directed the exit-liquidity strategy. Insiders acquired large positions, drove price via paid promotion, then sold. Token now trades at a fraction of peak. Real-world adoption never materialised. The strand is now formally folded into the consolidated Xpose Protocol fraud file before Amsterdam District Court.
Medacoin / Medabots — Flagship Crypto & Gaming Vehicles
Allegation — UnprovenInternational — UAE / NL 2022–2024Successor projects launched after Khalil relocated to Marbella and Dubai. Medacoin was promoted as a flagship blockchain token with a sister gaming brand (Medabots) used to drive retail enthusiasm. At its peak the token traded at a fully-diluted valuation north of €100 million; on-chain trails point to Fadi Khalil (alias "Mrchapten") personally extracting in excess of €30 million before liquidity evaporated. No functional product was ever delivered.
$SHIA / Shiba Saga — Globe Soccer & Jacob & Co "Partnerships"
Allegation — UnprovenUAE / International 2023Signed promotion contract with Globe Soccer Awards (linked to Cristiano Ronaldo, 13 Nov 2023) and a custom-watch contract with Jacob & Co — both used as social proof to drive token sales. Globe Soccer was never paid. Jacob & Co was never paid. The watch was never produced.
Dubai Crypto Network — "Dubai's Most Notorious Crypto Scammer"
Allegation — UnprovenUAE — Dubai 2022–presentRepeated labelling by Dubai crypto-community observers. Consistent geographical pattern: build hype in NL, move operations to Marbella, then to Dubai where regulatory oversight and extradition are more complex. Reports of a Dubai travel ban have surfaced in multiple victim communities.

Madrid Arrest Warrant — Bodily Harm (Violent Offence)
Indicted / Prosecution DemandedSpain — Madrid 27 June 2019Outstanding Netherlands arrest warrant — executed via Madrid on 27 June 2019 — for bodily harm (lesiones), a violent offence. The warrant concerned an outstanding, unserved prison sentence (openstaande gevangenisstraf) imposed in the Netherlands for a violent offence, for which Fadi Khalil was sought through European judicial-cooperation channels. This is a separate offence from the financial-fraud charges that dominate the rest of the file and establishes a documented record of personal violence in the European judicial database.
